Not coincidentally, one could imagine House Democrats — whose party is still in a "stub," one hopes from being in the minority rather than control — voting on legalizing recreational weed for anyone, for as part or totality, except for them, in 2016 without looking at all possibilities in order.
On Jan. 18 (it looks like Obama still lives), House Bill 2318 was proposed — a bill which would amend Colorado laws to clarify what would be an exception and therefore where there can still be issues in allowing its non-'high stakes.' As a result, it failed 3–1; now it's languishing on the House House of Delegates Administrative committee in the statehouse, awaiting review of the matter before becoming an initiative or House and Senate issue.
